Who is Aden Duale? Aden Duale, alias Simba, is the Cabinet Secretary for the Ministry of Health, under which the Social Health Authority (SHA) has been marred by massive looting of public money through well-connected cartels.
Kenyans are still reeling in shock, disbelief and pain following exposés by social media influencer Sholla Ard, who via her X handle @sholard_mancity has been serving hot tea to Kenyans on how ghost hospitals are milking SHA dry.
In her latest revelations, Sholla claimed that a cycle of fraud has taken root under Duale’s watch, particularly in Mandera and North Eastern.
“Ghost hospitals” are registered by the Ministry of Health, cleared the same day, and start receiving millions in SHA claims almost instantly.
She cited Zamzam Nursing Home in Rhamu, which reportedly received more than KSh 8 million between April and June 2025 despite no evidence of existence at the listed site.
Ayale Medicare & Nursing Home in Mandera, registered in 2022, pocketed over KSh 8 million in June alone, yet locals insist it does not exist.

Jabii Nursing Home, allegedly registered in January 2025, received more than KSh 5.5 million in June, but satellite images and ground checks show only Jabii Primary School at the coordinates.
Other facilities flagged include Hegalow, Brightway, and Rhamonia, which Sholla says operate in quarries and at airstrips, yet received more than KSh 9 million in June.
Even Ladnan Hospital, allegedly linked to SHA Director Dr. Abdi Mohamed Abdi, reportedly nets more than KSh 28 million yearly despite offering minimal services.
“This is a slash fund being run by cartels. Create ghost hospitals, loot via SHA, suspend them for the cameras, and repeat the cycle,” the whistleblower wrote on X.
Faced with growing outrage, Duale dismissed the exposés as recycled information.
“The facilities you found circulating on social media are facilities that the majority of them were closed in May, some were suspended, some were downgraded.
“What Kenyans on social media are telling us is information that we already have,” Duale said.
Yet Kenyans argue that closing ghost hospitals without arrests or recoveries only entrenches impunity.
Critics insist Duale has presided over a grand theft, allowing his regional networks to pocket billions while real patients are turned away in places like Kandiege or Nyandiwa.
Sholla, just like other Kenyans, has demanded the immediate arrest of Duale and Dr. Abdi, alongside a total rejection of SHA.
Duale’s excuses are wearing thin. For many, his name is now synonymous with incompetence, corruption, and betrayal of the hustler nation he once championed.
