The Director of Public Prosecutions (DPP) has ordered the immediate arrest of Isiolo Governor Ibrahim Abdi Hassan, alias Guyo, and seven others for alleged kidnapping and robbery with violence, following an incident on June 19, 2025, at Outbark Hotel in Maanzoni, Machakos County. The directive, announced on September 5, 2025, stems from a comprehensive review of evidence submitted by the Directorate of Criminal Investigations (DCI).
The case centers on the alleged abduction of Abdirahaman Mohamed, former Isiolo County Chief Officer of Health, during a meeting with 15 Members of the County Assembly (MCAs) who supported an impeachment motion against Governor Guyo.
According to the DPP, Guyo and his associates stormed the hotel, forcibly disarmed and assaulted Mohamed, then kidnapped him. He was driven to the Ruai Sewage area in Nairobi, where he was blindfolded, beaten, and abandoned. Mohamed reportedly lost a licensed Glock pistol with 15 rounds, an iPhone 16, KSh70,000 in cash, and other belongings during the ordeal.
CCTV footage from the hotel places Guyo and seven others—Abdullahi Jaldesa Banticah, Dade Boru, Abdirashid Ali Diba, Abdinur Dima Jiilo, Ahmed Duale, Josephat Mwangi Komu, and Yusuf Maina—at the scene.
The DPP’s statement highlighted the case’s significant public interest, prompting its transfer from Machakos to Nairobi for review. The suspects face charges of kidnapping with intent to cause grievous harm and robbery with violence, serious offenses under Kenya’s Penal Code.
Governor Guyo has dismissed the allegations as “baseless and politically motivated,” claiming they aim to undermine his leadership. He cited his upbringing as an orphan and commitment to lawful conduct in a statement on Friday, September 5, 2025.
Meanwhile, a Kiambu High Court judge issued a temporary order halting the arrests pending a hearing on September 24, 2025, raising questions about judicial interference in the case.
Legal expert Jane Wambui noted, “The DPP’s move signals a strong stance against impunity, but the court’s intervention could delay justice.”
The case follows a failed impeachment attempt against Guyo in July 2025, which was dismissed on procedural grounds.
The arrests, if executed, could intensify political tensions in Isiolo, where divisions over Guyo’s leadership have already sparked unrest. Observers await the court’s ruling and the DCI’s next steps.
