Nairobi Senator Edwin Sifuna has revealed that legislators in the National Assembly have finalized the collection of signatures required to initiate an impeachment motion against Health Cabinet Secretary Aden Duale, following allegations of massive fraud at the Social Health Authority (SHA).
Speaking in Busia during a community empowerment event attended by several lawmakers including Babu Owino and Gathoni Wamuchomba, Sifuna said MPs were determined to hold the CS accountable for what he termed as a financial crisis at the authority.
While clarifying that the Senate cannot constitutionally remove a Cabinet Secretary, the Senate Minority Leader urged Members of Parliament to act swiftly.
“We in the Senate do not have the mandate to impeach a Cabinet Secretary. That responsibility lies with the National Assembly. The signatures are already in place and once recess is over, the motion should be tabled immediately,” he said.

According to Sifuna, Duale must bear political responsibility for SHA’s woes. He accused the ministry of frustrating ordinary citizens, especially women, by delaying claim approvals while questionable payments allegedly flowed to insiders.
He posed: “How can it take mothers weeks to raise even Ksh500, yet fraudsters in Nairobi are entering fake claims worth thousands? Where is the justice in that?”
Sifuna insisted that MPs must not delay, adding that Duale and his team had been given time to step aside but had refused.
The call for Duale’s removal comes days after the CS himself disclosed that SHA had suspended billions of shillings in dubious claims.
He revealed that claims worth Ksh3 billion lacked supporting documents, another Ksh2.1 billion required further scrutiny, while fraudulent requests amounting to Ksh10.6 billion had already been thrown out.
Among the irregularities cited were inflated billing, forged medical files, converting outpatient visits into inpatient admissions, and invoicing for patients who did not exist.
The pressure now mounts on the National Assembly to decide whether to proceed with Duale’s impeachment when Parliament resumes.
