Communication Authority mandates licensing for ICT equipment imports

The Communications Authority of Kenya (CA) has directed individuals importing Information, Communication, and Technology (ICT) equipment to acquire the necessary licenses before bringing the products into the country.

In a notice issued on March 25, the Authority urged importers to comply with these requirements to facilitate the smooth processing of digital product shipments.

According to CA, all ICT product importers must present a valid compliance certificate authorizing the importation. Additionally, they must submit an invoice detailing the product’s specifications, including the model number and quantity.

Authorities will use these details to verify if the imported products meet the required technical and safety standards before they are approved for sale. Inspections at customs offices will be mandatory before any ICT product is cleared.

For internet-connected devices, importers must provide technical documentation proving compliance with IPv6, the latest version of the Internet Protocol (IP).

“Importers of ICT products are encouraged to check the list of type-approved equipment on the Authority’s website and attach a screenshot of the specific model as per the list,” CA stated.

The regulator further noted that additional details might be required for ICT products not previously approved, depending on their complexity and intended use.

This directive follows an earlier notice issued in October 2024, where CA mandated that mobile phones, tablets, computers, and other ICT gadgets be registered before they could be sold or used. The initiative aims to safeguard consumer safety, protect telecommunications networks, and ensure compliance with national and international standards.

In the notice dated October 15, 2024, the Authority noted that the move was aimed at safeguarding consumer health and safety and securing telecommunications networks.

“In furtherance of its mandate of safeguarding consumer health and safety, upholding public interest, and securing telecommunications networks, the Authority type approves all ICT terminal equipment meant for use in the country to ensure that it conforms to both national and locally recognized international standards,” the Authority revealed.

“To ensure conformity with the law, the Authority wishes to remind all stakeholders, including manufacturers, vendors, importers, service providers, and the general public, that any equipment intended for connection to the PSTN within Kenya must undergo the Type Approval process before it can be sold, distributed, or used in the country,” CA added.
